Its also a problem since it kinda came from nowhere. Its cool when Deku unlocks more of OfA's regular strength power little by little 5%, 10%, 20%, using it has range or with his feet thats cool and fun. But this? He is just going to get 7 or so free quirks whenever is needed.

It was a pretty natural development considering the nature of AfO's quirk and what All Might had told him about OfA. Not to mention the hints given to us with the constant reiteration of quirks becoming more powerful with every generation. I'm hoping that the production for S4 basically fixes the Yakuza arc by speeding up the pacing in some areas and adding in others.
Hopefully we get to see the girls vs the doorman for example, but make the shit going on inside feel like a proper boss rush- frantic, fast, nasty. There's a lot of action in this arc so I think despite how long it took in the manga the entire Overhaul break-in to the very end where the internships end could be done in less than a cour. I dunno if this would leave time to finish the festival arc, but I think you could do the entire festival in 2-3 episodes.
It's just weird trying to figure out where to end on because Hori kept fucking dying during this time. If it's 2-cour I definitely think we can cover the short Bakugou-squad training arc and the Pro Hero arc.

2) It's Shinso. Out of the three times Deku has gotten in touch with OfA and/or its former users, Shinso has been on the scene twice. Something about his mind control is turning the key in the lock and letting things out.
3) One for All has reached critical mass. It has been accumulating energy for centuries; and now, in the wake of its most successful and powerful user ever, it's starting to exceed limitations. It may not be that Deku is making the quirk his own; it might be the other way around.
4) All for One is behind this, intentionally or otherwise. The power storage quirk came from him; maybe other things did, too. If All for One and One for All are still connected, and AfO is doing something unprecedented, OfA might be reacting.
Unfortunately, we won't know if it's any of these or something else until Deku finds out...

Shoto's quirk is literally a eugenics experiment to make a mega-quirk, and one of the most powerful in the series, and OFA had a secondary motivation of gathering the most powerful "easy to use" quirks possible for shiggy.
Given how much of a jobber Shoto was early series, it seems like it would have been an obvious "Go to" way to score a super powerful 2 in 1 quirk to have.

First off, this is japan, a really freaking small island country. Its population is a mere 126 million.
There's most probably not a whole lot of heroes, so the top 100 isn't quite as big a deal as what the top hundred heroes in a country like China or the US would be.
Secondly, all might was so fucking high class that everyone else got ignored, with the other heroes generally getting attention by fanservice (Mount lady) or whatnot.

I dunno, say, what if I wanna apply now to acting school because I want to be a hollywood star and act in many movies? Am I obliged to know the names of many actors? Maybe I'll know some of the biggest ones like Brad Pitt, Arnold Sswarchenigger, Keanu Reeves, the girl from Harry Potter which I don't remember right now... I can maybe go a little over 10 famous names but it's nothing special since I'm not a geek on that front.

That was an example that's probably very common in reality, same with people getting into sports, maybe you just enjoy swinging a stick and you'd like to be a baseball player but it doesn't mean you gotta care about other famous players.
Most kids just liked their Quirks or wanted to kick some ass and got into hero school, doesn't mean they'll know many beyond All Might and whoever else left an impression on them after seeing them on the news.
Heroes are merely famous people in this world, not actual legendary warriors, so it's normal that they don't know many of them without being obsessed like Deku.

At a guess, for the same reason he wasn't interested in Best Jeanist's; it's not really that easy to use. Shoto's quirk has lots of power, but to get maximum effect you have to work at it, practicing and strengthening it day by day. It would take time. A Nomu wouldn't be able to use it well, AfO doesn't need it, Shiggy might not want it. So nothing happens.
