This is probably correct, I imagine they have an estimate of how much each volume is gonna sell based on previous sales + rankings and print volumes accordingly.
Now imagine being Shueisha and looking at the peak SnS volumes sales, expecting it will either keep growing or stabilize, just for it to start falling all the way back to volume 2 numbers.

Good question.
I wanna say the best pushed series is probably Dr. Stone. Unique premise and progression, fun characters, themes, art is fantastic. Not that it's perfect but it's exactly the kind of fresh, innovative series that Jump needs instead of another battle shonen that plays it close to home (as much as I do earnestly enjoy your run-of-the-mill battle series).
Worst is probably Black Clover. I don't even think it's as bad as people say, and the current arc has some nice payoff to some well-set up plot points. But it has quite a few banes, namely the horrendous pacing and rushed writing that plagues the first 1/3rd of the series, which flows into many of the characters "development" and makes them feel simple and hard to get attached to. Though it has a fair amount of fresh ideas it brings to the table now, I do think it's ultimately the least remarkable SJ series. I was far more interested in the creator's axed work, Hungry Joker.
