In the manga both Tetsuo and Kaneda are not good people at the start of the story. The story is about their divide becoming wider and wider as Tetsuo gains more and more power and kaneda becomes more and more helpless. Throughout the series Kaneda has to start learning to care for other people as people, and stop being such a snotnosed street punk, doubly so when Tetsuo destroys Tokyo and punches a hole through the moon.

So no Tetsuo was not a good person even at the start, and the powers just took what was already there and made it everyones problem.

Also there was kindve the whole thing he did with blackmailing girls into having an orgy with him for food, only to kill three out of four of them by making them OD on capsules.

Tetsuo was the nicest person in the world.
Remember how he protected Kaneda from those laser beams in their last fight? A true chad and he never even hurt Kaneda but just toyed with him despite being able to end his existence with a flick of a finger.

He also tried to raise poor Kaori from the dead, a true saint. When she got shot people kept attacking him and causing her body to get thrown around, poor Tetsuo had to keep coming back to her dying body and tried to help her despite being attacked from all sides.
Even stupid Kaneda attacked him with Kaori's body right there and Tetsuo purposely lured Kaneda out to get him away from her.

Fact is both Tetsuo and Akira were depicted as victims of a government military experiment and Tetsuo's lack of self control in moments was clearly depicted as a result of a drug and pain induced state in which a person cannot be held accountable even by actual real laws of the world you live in you buttblazed imbecile. The drugs and state he was in was in was not caused by his own choice to shoot up but was forced upon him by the military, he was drugged against his will and tortured. After that he took drugs because there was no other way to stop the pain, in other words it was all forced upon him by others.

Stop whining over nothing, Tetsuo was never depicted doing anything genuinely evil or malicious. He only ever killed Yamagata and only because the dude tried to kill him over 10 times in a row. He finally parried Yamagata's shooting attempt with an attack of his own which killed the douchebag. He was retraining himself until then and gave the faggot enough time to run, even advised them all to fuck off himself and leave him alone. But they kept attacking him and Yamagata even advised Kaneda to kill him for no real reason except that he joined an opposing gang and kept intercepting their groups bikers. Even Kaneda disagreed with Yamagata that this is something deserving of death.

All together he barely killed a single soul. The only people he killed were either ones who tried to kill him themselves (the joker biker who died from a counter of his own deathblow) or labworkers in a moment where Tetsuo didn't even know what was going on.
