I think it would be hard for a teacher to get in trouble for not reporting something. They could just claim they didn't notice. You're more likely to put yourself on the line if you call the authorities or confront the caretakers. Chances are the problem won't be solved anyway. If the kid does get removed from the home than they could still get abused in foster care. It's a hard situation to be in.
