Naruto could unite the Shinobi world and really change the world like Pain wanted. Leaf is the sole superpower and is far stronger than all other villages combined. I mean, most top tier Leaf Jonin are stronger than other Kages bar Gaara, let alone him, Sasuke, Kakashi, Orochimaru if he ever decides to give a fuck, etc.

It can be argued that Tsunade was an idiot for sending Naruto on missions that would directly confront him with the Akatsuki, e.g. when he rescues Gaara and meets Sasori and Deidara, or when he goes to fight Kakuzu along with Kakashi and Shikamaru's team. Or basically every other Akatsuki member...

Sure, it all worked out in the end, because Naruto is the MC and basically has plot armor.
But realistically, well, we see what happened to all the other jinchuriki...

If you think about it, she really should have assembled elite teams for these missions. Think Jiraya + Kakashi + Guy + fucking Danzo because why not + a bunch of elite Anbu members + sure Neji why not, he's a Jonin, and they'd all team up against Deidara and Sasori to rescue Gaara.

Because Kishi needs a scapegoat for making Hiruzen to be a cool old guy but at the same time to show the ninja world as a ruthless corrupt world so everything wrong was Danzo and his pals's fault. That's a very common whitewashing tactic. See Rasputin and Czar Nicholas II. The former is a literal cartoon villain (Anastasia), the latter is a saint from the Orthodox church

She technically did try that, there's a lot of off-screen shit and such to research the Akatsuki and the cast protest Naruto getting endangered by them. Problem is that the Akatsuki were overpowered enough to require Naruto's intervention or for someone to die / get maimed so someone else could figure out how to bring them down, when they weren't taken down by Sasuke for them.
