There are a ton of parallels between the cops and the boys. I think it's all on purpose but not because of timeloops/reincarnations/etc. The design similarities can easily be coincidental, or just there to drive home the parallels.

Toi's been watching out for Enta all this time. He's actually seemed to resent Kazuki's treatment of Enta, and gone out of his way to ask Enta why he puts up with the way Kazuki treats him, and basically told Enta to talk sense into Kazuki at various points. Toi's always been very Enta-focused, even in the episodes of them as a three he was carefully watching and sympathetic to Enta. This is also true in the most recent episode, where ultimately he asks if this will make Enta happy.

Enta, on the other hand, has said things like: 'Since when do you care about me?' in episode 7 when it's clear Toi has been watching him and considering him all this time. How Enta would feel if he really did take Toi's consideration of him more seriously is a good question, or see it for what it was.

They also have a similar dark/light symbolism to Reomabu, the other homo pair.

4. Kazuki. Feisty, unpredictable and punch happy when he’s mad. Might give up if it looks like he’s getting beaten bad, though.
5. Enta. Weak as hell and can’t land a punch to save his life, but he’s speedy from soccer and by god is he going to try to fuck you up.
6. Mabu. He won’t fight back. Literal punching bag.

Well for starters Toi didn't resent Kazuki's treatment of Enta. He never even brings it up with Kazuki. He just questioned Enta's loyalty to him and later compared it with his own relationship with his brother. He sympathizes with Enta and because of that he doesn't want to trespass on what Kazuki and Enta has/had. He worries about Enta more because he knows Kazuki doesn't mind him hanging out with them, but he knows that Enta on the other hand, is a lot more attached to their soccer clique than Kazuki.

I expect that Chikai does love his brother, but Chikai has also been shaped by the life he's lead. He's grown to be selfish and protective of himself, and he's tried to embrace the inescapable ugliness and shortness of the world with feelings like "only bad people survive". He may not really be (or feel like) the good brother he once wanted to be anymore.
