In terms of anime I hope not at all. CG shit doesn't do well with anime artstyle for the most part. Keep it blatantly 2D, just font be lazy and have quality motion frames

Animation was in it's heyday in the 90s because people couldn't go online and download the torrent of it. The moment the 2000s hit, they started changing into cg to recoup the cost of the increasing popularity of shit like kazaa.

There is no room for improvement.
The highest possible level is a dense amount of keyframes with no drop in quality on the inbetweens.
This has always been possible (and exceedingly expensive) to do.
The only possible improvement is economy without sacrificing quality.
Is this possible? Probably, but developing such a system (like the suggested AI) will not be cheap either.
The move to digital 2D already saves a lot of cost with a potential to keep the quality on a high level, but this is not done oftenly, because modern anime doesn't really try to create a lasting franchise as they did in the past, but instead has become a mass produced commodity.
The only real hope for improvement lies with highly ambitious animated movies, since they have the potential to earn the hundreds of millions necessary to recoup the cost.

There's a technique where they rotoscope the first rotoscope and it ends up looking fine.

Look, everytime I see some dumb fucker mention technology when talking about anime I get a seizure, like when people say that old anime looks worse because the technology wasn't that advanced.
This is not the same as your videogames, you already have the max with a paper, a pencil and some colors, there's no technology involved here unless you are talking about improving 3D use, which isn't an improvement in the first place.
