Yeah there was just a whole lot of shit jammed into the first couple chapters, so it's a bit easier to follow now that shit has simmered down for the moment.

The art in this chapter is a lot cleaner and easy to follow.. if kishimoto or the artist lurked here and followed the instructions on how to improve the manga will be a masterpiece tbf. Also looks like the dad is evil or something

The chapter was better. Art was a bit easier to discern this time, though the artist still has the problems discussed for earlier chapters. I commend the artists effort to put some clutter and detail into the scenes, but somehow he doesn't seem to have the hang of how to create proper shading effects. I've thought a bit about the argument that the scanlation filters probably fuck with the perception of the art and I agree to an extent, but then again, other artists' manga usually don't dissolve into line clutter when put through a shitty filter. Quite a shame, since the aesthetics are nice enough. But there was improvement both in art and story, so I'm still hopeful.

No. One character is probably on their way of getting a vagina though. If you consider female Ranma a girl, then maybe. The manga hasn't made it all that clear how transhumanism and Samurai bodies work in that setting.

It just feels like Hachimaru wasn't written as an actual character but as a long "Shounen Protagonist Traits/Tropes" list. He does the things that shounen MC is supposed to do, but I feel zero investment.
After writing Naruto on auto-pilot for so long, has Kishimoto forgotten that you have to make the audience care about the main character? It would be ok if the story was captivating, but eh. Reminds me of back when I read the Lord of the Rings and the introductory Shire arc was so goddamn dreary until they finally set out for the journey. Difference being, that I had the whole first book readily available, so I could power through the beginning and keep reading. It's quite a gamble for a weekly manga to take that approach, so I hope Kishimoto has thought up something great once they get off that planet.

I don't think it's any problem with the art itself, per se, but being unable to make it easily readable. The characters and backgrounds aren't easy to distinguish and the shapes just kind of get all mashed together when you're scanning the page.
A common thing to do, as seen in both those pages and this, is to give a faint halo around the characters to help them stand out. The page in the OP just has similarly thick lines and similarly shaded shapes all connected to each other with barely any distinction. Notice how pic related also has the background be less dense and more faded around the man too, almost disappearing completely. Another important thing to do is to know when the background is unnecessary to a panel and would make it too cluttered. Obviously it can be over done, but it's important to know that, sometimes, just a character and a text bubble is better if it's a simple dialog panel.
These aren't exactly hard rules for black and white art, I imagine, but they work very well in these pages and would probably help this manga's art be more readable. I have to imagine it's a stylistic choice, given how the art overall looks like it's meant to emphasize pure black and white and all shading just being sold black hatching. Even when things are "shadowed" like and , it's just replacing all the white on a character with a gray. Even then, the entire shape is shaded, no two colored shapes.

Yes, his main issues are twofold. The S8 artist doesn't really seem to favor creating negative spaces, be it by the "halo" effect, reducing background coverage or other means. He usually draws the full scene, but it looks more like an outline for an anime storyboard, that still needs to be colored (though even those usually have shading info). Take for example. The stones on the grass are completely void of shading, same as the dog. The wooden panels and that boiler behind Hachimaru as well have all the same level of presence, being none at all. The second issue is there's no contrast that makes Hachimaru, the dog, or the slash for that matter, stand out. If there's any shading it's just filling out big areas like using the paint bucket tool. The lack of contrast also becomes evident with the slash on the ground in panels 2 and 4. You have to concentrate to to identify what panel 2 is showing you and actively search for it in panel 4. I can't decide which panel I like less. The cut ought to pop into my eyes, given its significance for Hachimaru's upcoming decision.
Thinking back on it, there also was a significant change in style during Naruto, when Kishimoto want for a more flat look in the overall art. The rumor back then was that he was particularly impressed with the look of the anime with a certain guest animators and tried to emulate it in the manga. Maybe that mindset carried over. Assuming that's true, the main problem is that an anime has colors to help bring focus into the composition and more importantly, the animation. Simplified colors and shapes can make for cool sakuga sequences, while looking dull as a manga. (I don't know if pic related was the episode in question, it just helps to sell my point and really was one of the better directed episodes).
The lack of difference in line witdth + poor use of negative space is why the art is sorta shit

On the contrary ,weekly manga art tends to downgrade due to tight schedules. Monthly manga do improve over time though.
I actually liked him this chapter, just a kid enjoying his newfound freedom to see the world, and him pushing back against his dad then feeling sorry about it felt pretty human. The problem, I think, is that he doesn't really have a real goal or a strongly defined personality yet. With most Jump series they take 1 or 2 traits and just repeatedly hammer on those so you understand what the MC is about, but there's not a lot you can say about Hachimaru.
