Going at it logically the strongest jonin of a village and the current kage should more or less be on the same level. The reason there is only one kage is because it's a political position, not because that one specific ninja is leagues upon leagues above everybody else. He needs to be replaceable after all.
Aside from that the power ranking was fucked from the start when Naruto and Sasuke were able to take on chunin without breaking a sweat

You also have to take into account by the time Naruto happens there have been 5 Great Ninja Wars that have wiped out a ton of the overpowered ninja from the era of the First and S econd plus the decay of time and a shift away from the mindset at the time of if you haven't killed 20 people by the time you are 5 you aren't shit. Most likely had a lot to do with it.
If I remember he was already injured and exhausted when he killed those Jonin. Plus he was trying to protect a team of Gennin.

Gold and Silver are Sage offshoots, and if Madara/Hashirama are anything to go by, don't translate well into Edo Tensei. They were also overly concerned with their gimmick tools, and it's kind of reasonable to believe that since they didn't ever have a portion of the kyuubi's consciousness legitimately sealed into them, it's diminished substantially from whatever they had when they fought Tobirama. It takes some headcanon for sure, but it's pretty easily believable that they were a lot more frightening while alive/ Kishimoto didn't care about them beyond plot device set up. Their lore feats alone just don't synch up with their zombie showing, and eating the kyuubi from the inside and absorbing it boarders on absurdity, so there's plenty of room to choose your own brand of mental bandaiding.
Then add another ton of relatively competent people that are probably going in with some semblance of a plan, and he's fugged. Tobirama can do large scale attacks, but water style really isn't the free form, constant manipulation Hashirama gets with wood style/ Madara gets with spirit mech; it leaves gaps.
It's hard to believe with how broken his teleporting is and the scale of his attacks during his first, gimped zombie round that he wasn't even humoring the idea of hit and run long enough to delay them and magicing himself away, but Kishimoto wanted to answer how he died, so purposeful heroic sacrifice for its own sake.

Minato's FTG is better because of more advance staged marking. He doesn't need that for most because it's still teleportation. Just see his fight against top-tier ninja like Ay and Bee. It's also worth mentioning that he and Hashirama were weakened (not counting regen of course) as Edos and even Madara commented on it. The man can react to a Juubi Jin, was the fastest in his era of god-tier shinobi and has a ton of jutsu. That's enough to place him at the upper-level of Akatsuki at least.

Tobirama isn't as strong as his brother or Madara, and he's not the beatstick explosion type of ninja either. He's finesse and above any of the new gen Kage in Part 2. I'd place him with Minato.
