It already has. It probably sells the most (cheaply produced) merchandise of any Cygames affiliated franchise. It also has multiple live shows and those (practically perpetually ongoing) cafe events.
And it's not even only promotion/marketing for the anime. All of those make huge profits on their own.

That's the problem. They never thought about the show becoming such an success, that they barely have any proper stuff to sell. The best thing right now are three sub quality figures of a main cast of seven.

Long term, yes. Short term they're making good money from the fanatic otaku in Japan who's buy anything. It's not a bad strategy: Cash in from those low-standard crowd that will jump ship sooner or later (mainly idolfags who will move on to the next big idolshow). Then produce better quality later on that will not be as cheap, but only dedicated fans will buy.
What I do hope for are good figures of the girls in zombie mode and their characteristic outfits. I'd very probably buy such a Saki, and, depending on the poses and looks, maybe Yuugiri and Tae. But that's definitely for after season 2.

Unironically, I think a collab with Dragalia would be better. Kaiji Romeo as the 'dragon', defending the performance as the event, idolu Cleo & idolu Mym, all the while ZLS songs are playing in the background.
