Dragon Ball is not a parody of wish fulfillment, it uses wish fulfillment as a plot device. Cape comics are not a parody of super heroism because they use superheroes as a plot device. Sure things are exaggerated in both medias however it's not used for comedic effect it's used as the basis of it's storytelling in a non deconstructed matter if that makes sense.

If you want to see the one punch joke for the umpteenth time, you'll get tired of seeing a million other characters job and multiple plot threads stretching on for ages doing generic fighting anime things before he can conveniently show up to save the day. If you actually enjoy the tension of fights that don't have predetermined outcomes and build-up of the world, Saitama showing up just blue balls you from any payoff and laughs at you for caring about what they spent all that time constructing.
