I feel like the writers fucked up hard with making Chadren so strong. It required a ridiculous Angel-level powerup to match him, which they had to write out of the story immediately. But the next opponent can't be a fucking joke either, so they make Broly stronger than SSB and in comes fusion to save the day. Next opponent, what now? They can't use UI again, they can't rely on fusion, so instead they come up with an opponent who is dangerous not because of powerlevels but because of magic (admittedly a good idea and a breath of fresh air); but you can see the problem still exists. An SSB level opponent would be boring and pathetic, yet they've run out of tools to handle antagonists that are stronger than SSB.

One way to handle it might be to use more teams of equally powerful villains, with one bad guy leading them. I don't mean something like the Bojack movie, where the weaker minions all get blitzed by the hero, I mean Goku gets one bad guy to fight, Vegeta gets one, etc.

That really does irk me. Part of the fun of the Namek saga that everyone was useful. Vegeta got a nice killstreak, Gohan and Krillin swindled their way into getting the Dragon Balls, and Piccolo spearheaded the fight with Frieza until Goku showed.
Now the minor characters can't even get any wins against minor villains.

That reminds me, in the ToP we see the 17 and 18 lending energy to Goku's Spirit Bomb in the first fight with Jiren. In DBZ, we saw 17 lend some energy to the Spirit Bomb in the fight with Buu. If their energy is compatible enough to work with the Spirit Bomb, couldn't they have used their infinite energy to freely replenish the other fighters' stamina throughout the whole ToP?

Because their are no minor villains anymore. The closest and best time to shine was ToP. Everything else was just 1-2 bad guys for most of the arc. And with Goku being able to teleport him and Vegeta on top of the threat anywhere in the universe, it takes the drama out of it. Dragon ball GT is a great show and so is DBS,.
They both have their flaws, although GT does get a lot of hate, when in fact there are good things about it. Like the soundtrack and the characters, that I think could be used in DBS, like Pan for example, she would make a great replacement main character for future DBS.
However I guess that's up for speculation at the moment( or never), and we'll just have to wait and see how things pan out.

Reaching the next level in terms of strength is extremely rushed in super. we pretty much get ssb almost instantly after the previous arc, instead of a build up, like we had with regular super saiyan Goku during namek. All of the namek saga, Frieza was dominating and all seemed hopeless, when Goku finally transformed to the warrior Vegeta was talking about non stop during this arc.

SSB didn't bother me, since I think it's basically just stacking SS on top of SSG. But SSB + KK, SSBE, SS Rose, and especially SS Rage needed way more buildup.

They could've just given him Ultra Instinct. Design wise, SS Rage was really good. Yeah, but SS Rage happens for literally no reason. SSBE at least has some precedent (Vegeta trying to gain UI, his desire to surpass Goku) and a decent idea behind it (Vegeta finding his own path to power), even if the execution sucked shit.
SS Rage is the asspull of the century, and could've easily been replaced by Vegeta and Goku gathering the others and performing the ritual to give Future Trunks SSG (and thus, SSB).
