However, he wouldn't be able to just shut down Academy City, nor would he be able to dismantle shit like the Power Development Program because Academy City is a leading international economic superpower and fucking with Academy City could easily result in destabilizing the world's economy.

At first, I think he'd have to begin by focusing on raising treatment of Child Errors and certain Level 0s, while doing what he can to shut down inhumane experiments like the Dark May Project. However, as he does this, he'd run into a huge issue: The Kiharas. We don't know how many Kiharas are in Academy City, but they're gonna be Academy City's biggest inner threat. Up to now, the Kiharas kept quiet because they knew that they absolutely cannot oppose Aleister, who has power over the Archetype Controller. The irony is that Aleister may have been the biggest barrier that kept Academy City from becoming an absolute scientific dystopia where inhumane experimentation runs rampant. Aleister used the Kiharas to his advantage while also keeping them in check. He also, perhaps inadvertently, drew all the Kiharas to a single city in which they could be more easily managed. Even if Accelerator managed to drive off the Kiharas, they'd just be able to leave the city and spread their influence worldwide, beyond Accelerator's reach. That'd be on him. Right now, the Kiharas are limited to a single city. If Accelerator fucks up, he could spread the Kiharas all over the world like a plague. Yet the Kiharas are an ideology, not a bloodline, so there's really nothing he can do to truly crush them. Killing Kihara Amata or Kihara Gensei won't stop their ideologies from proliferating.

I really stopped caring about Index after season one of the anime, but the first season was super entertaining like I remember being addicted after the first few episodes. It seemed like it lost it's charm after a bit or I just got bored with the direction it was heading. Is season two and three or whatever any good?
