Every single good arcs in Railgun, anime and manga featured stories involving Touma or Index-heavy elements: Sisters arc(Accelerator, Touma, Sisters project) and Daihasei(Kihara member, Gunha and Touma teaming up, Misaki taking the lead role.

Honestly in my experience outside of a few particular exceptions Touma himself is actually a better and more entertaining character in Railgun than in Index.
There's a reason for why the "world" seems to revolve around Touma that is explained in NT18.

And if it stands out or seems better that's partly because the actual images are good enough they match what's going on.

I genuinely don't understand what people mean by this. Railgun is the same quality as Index as far as writing goes. The only difference is the medium which can affect how the writing is perceived due to the difference in pacing and the fact a manga has no narration.
This, Railgun takes the parts of the LN with the most mass appeal and complements it with otaku pandering. The less liked original arcs get to fly by from waifuism alone.
The Railgun manga is arguably worse than LNs at this point, even with all of the Kamachisms.
