Yeah, I agree. Maybe aspects were hand drawn or it's a blend, but it's still almost definitely computer aided drawing/cgi modelling. All animation is at this point. It's not like they had someone cell drawing over frames of a film.

Most animation in the anime industry is done on paper. In this case they must have used tablets, but that's the best way to rotoscope today. It's not really different from doing it without computers though. You're still just tracing over frames.

If you draw over the frames, it's rotoscoping. Otherwise it's reference.
