It has the second highest rate of chapters per episode, so there's not really any actual filler, but the reality is that the first half of Part 4 is pretty aimless; it's just introducing a town of Stand users.

Episodes 7, 10, 13, arguably 16, 26, 27, 28, and 29 are skippable. 31-34 is also skippable maybe - if you don't skip them, you won't understand who the fuck a couple characters are (Yuuya and Mikitaka), but if you do skip them, you'll miss this: Hayato was suspicious of his father, followed him around with a camera, saw him kill people, Kira saw him, he confronts him and kills him maybe; Rohan, who had been taking pictures of random people in town, saw Hayato following "Kosaku" (Kira) around and decided to pay the kid a visit.

Tons of "monster of the week" enemies in part 4 actually become recurring characters later, and this keeps happening up to the end, with no real cut off (unlike in part 3 where only the first few join).

So, although it actually takes very long to introduce the actual enemy, there isn't much skippable stuff.

Reminder that P4 has some of the worst writing in a franchise full of bad writing, don't bother unless you turn your brain off entirely for this type of shit and skip to P5

I'm still mad that Araki made a down to earth setting and wasted it on super unrealistic characters like Hayato.

The first half of Stone Ocean is A+ at least.

The popularity of DU and VA didn't stop them from having less episodes than SC, despite being longer than it (in DU's case, quite a bit longer, but it's also less popular than VA). SO is not popular at all.

Josuke hearing Kira call himself Kira is one of the Top 3 moments of the series. It didn't "just" happen, it happened because Hayato woke him up after hearing their conversation about him waking up late.

Also, that professional ambulance driver didn't see Kira because he was slouched on the ground and then suddenly teleported into the air and went flying under the tire, as he got Ora Ora'd in stopped time.

Reminder that every part and every episode is perfect and there have never been any plot holes or dropped plot devices, you are just a speedreader/watcher.

Why would they treat SO with more respect than they treated DU? DU is somewhat popular. SO isn't. DU was 4.46 chapters per episode. If SO has the same number of episodes, it'll be 4.1 chapters per episode. I don't see that happening with the least popular part.
