What's the final verdict?
It lacks any coherent or interesting plot until literally halfway through the story, when Kira gets introduced. Character development for all but one or two characters is non-existent. There's no real sense of tension and danger unless Josuke himself is the one in danger, because if anyone else is in danger Josuke can just heal them right up in the middle of the fight, which makes the outcome of many fights fairly predictable. There are countless minor characters and antagonists with one-dimensional personalities, shitty motives and no backstory, who exist solely to have arbitrary connections to the protagonists. Multiple potential plot points are left open for no discernible reason.
Verdict: 4/10
It's decent to good. However it's easily the most overrated part.
It is the best JoJo part of all time and Araki's most favorite part as well.
It is often criticized by nonplayable character type of people (like the two posters above me). Both of them are most likely redditors. The turd who rated it 4/10 thinks that 5 is the best JoJo part, but he will say that 7 is the best and 5 is the second best, because redditors tend to virtue signal and hide their real opinions like that.
I think I would have had more fun with it if I watched/read it with Yea Forums.
I thought it was good because it was a nice contrast from the slog and underwhelming conclusion of part 3; smaller scale, recurring cast, good final villain arc. It did provide some expansion into the ideas of stands: there are stands that benefit others (cinderella and pearl jam)
I thought Part 5 was better because there was a constant goal for the characters like the other parts.
Based. Currently my second favourite Part, might end up third favourite depending on how JoJoLion goes.

It's good because it is the most unique JoJo part to date - not even Part 8, which was an attempt at re-imagining it could compete. Everything is interconnected from start to finish. There are no pointless Stand fights - even Bug Eaten had a purpose. Before the finale, there was none of the "main villain sends mooks after the enemy one by one". But even when it happened in the finale, more than half of them were still actual characters rather than plot delay devices as is usual in JoJo. Enigma was arguably the only "mook" of the entire part, but his fight was still great and like no other in JoJo before, and after. Likewise, Josuke is the most unique JoJo in the series (confirmed by Araki himself) and Kira is the most unique villain of the series. None of the stupid "I wanna take over the world / I wanna fulfill my dream of taking over the world" etc bullshit. Kira was just a simple man with an eccentric and misunderstood hobby that wanted to be left alone. And, to quote Araki regarding Josuke - he made every JoJo to be a super cool protagonist. But with Josuke, it was the first and only time where he made a JoJo as "a friend". Josuke may not be the coolest or the very best (aka he is not Joseph) but he is still undoubtedly the second best and it is completely understandable why Araki loves him so much and refuses to remake him in the alternate universe.
I don't even need to go into detail about how great the supporting cast is - based Koichi, how it made everyone like Jotaro, Okuyasu, Rohan etc.

DiU has a great narrative and thematic idea in the sense that it created themes of unity, but awful execution of it. Most characters appear sparsely and barely do anything. Even when they do, it's only to appear as devices. Hazamada and Kobayashi appear to introduce the next antagonist and then disappear almost entirely. On a thematic level the people of the town are connected. But they're connected through contrived reasons. Rohan is only spurred to action because we get a ham-fisted backstory about Reimi being his babysitter. Which drives the plot, despite the audience not being shown an even slightly substantial relationship between them and it's not his personality type to do something like that without strong reason. Shigechi dies after his introduction so Josuke could have even a sliver of reason to dislike Kira. Which ultimately isn't kept up since Josuke doesn't do much to help and has to be called back to the main story by a supporting character. Kira somehow knows about Cinderella after initially being ignorant about stands. There are several other plot holes for Kira specifically (like having a stand-user dad). Unlike other parts, DiU floats around at any place and time. It isn't inherently bad to tell a story like this if all lines up, but in DiU's case you can cut a lot and the story would stay the same. When most events are superfluous and can be rearranged or removed without losing anything, that's the opposite of good storytelling. Idiots will defend this poor writing because it's 'unique', however.
A smaller but important gripe; most of the townsfolk can be classified as exposition, asshole or stock character. They aren't there because they're part of the world and exist outside of the MC's scope. They appear and disappear when the plot demands it. Just another way the story feels inorganic.

I'll give you Tonio but if Josuke hadn't fought the rats he wouldn't have learned how to snipe for his final fight with Kira
Most parts don't have a localized story, so they don't have to be "better than part 4 in these regards", they aren't trying to do what part 4 (fails) to do

4 is good because it's different - every time the writing is bad it's actually trying to make a point about bad writing. In a way it's a deconstruction and that sets its bad writing apart from the rest of the series.
