I remember reading and enjoying NT3 like any other average Kamachi volume before I started frequenting these threads and was surprised to learn that so many people hated it

The biggest problem with NT1~3 is that they were collectively a transitional piece. Kamachi had a very specific aim with NT, particularly in regards to the development of Kamijou Touma's character, but he couldn't just immediately get right to it. The first three novels each had a very exact purpose, and this was also their biggest detriment.

NT1 was meant to be the transitional piece from OT into NT, but the ending was also supposed to trick you into thinking "Oh, but Touma's back so things are back to normal."
NT2 was an exposition dump chapter, but it was also supposed to basically bring Accelerator and Hamazura up to speed because if you're gonna have these two get more involved, you can't just feed them small scraps of information all the time. This chapter was primarily so that Kamachi could just get that whole deal over with. They've been involved up to now, what with WW3 and all, but they really didn't understand the whole picture. Ordinarily, with any other story, maybe this wouldn't be a problem, but this series already had twenty-three fucking volumes under its fucking belt. It was also meant to benefit the reader, who might have forgotten some of OT's details. Birdway also explains about their next enemy, Gremlin, but this was all just a red herring because it's completely irrelevant by the end of NT3 anyway. Othinus' goals had literally nothing to do with WW3. Birdway was just bullshitting.
And finally, NT3, the primary purposes of that, was meant to lead into NT4, which is where Kamijou Touma's greatest trials and tribulations would begin in full. Most of NT is designed to test Touma, stretch him to his limits, break him, rebuild him and really redefine him. NT3 starts out as a normal volume, but then he learns that Birdway had been using and betraying him, and this is what kicks things off.

NT1, 2 and 3 were all just a fucking long-ass prologue.

Kakine can't pull a Mugino because he has given up on this pathetic world and has no remaining emotional ties with it like Mugino who had Hamazura, and the remnants Item whom represented a point in life where things were fun. Kakine's vision is set on the future as per his NT8 words, "saving" is a road not fitting for someone with such nobel ambition and drive. NT22R will show us a new version of Kakine who most likely reached a new epiphany through Dark Matter meditation.
