Koutou should mean "high class/grade"and gakkou "school". It really only translated to high school, though. Even though if you take the first and last kanji you can write them same with the same meaning - koukou. But because someone is very smart and koutou sounds like koto, which mind you has no long "o"s, he decided it is a "koto school" instead of a "high school".
To be honest I think it was a personal choice of fuckery. The person obviously knew how to read the kanji, but decided to be cheeky anyway. Which would imply the whole school cares about koto, which is unlikely.

At best it might be a music focused school maybe. Or some school that just has a long tradition with its koto club. A school based around playing koto, impossible to begin with. Considering there would be once team per school in contests, these means having like 300-400 bench warmers. The whole of high school koto clubs probably doesn't have as many. But also just how wasteful of human resources would something like that be. Even when you hear about baseball power house schools, most of the students didn't go there because of baseball. It is possible than they don't even have other strong sports clubs.
