I aint reading all that wall of text, but part 4 is much better in manga. Many classic panel spreads are fucked up in anime by HORRIBLE quality. And pacing is bad too. Part 5 adaptation is the opposite. Despite having some quality moments too it think it's on par or even slightly better than manga thanks to amazing soundtrack and new scenes with Squadra.

This is pretty much the problem with criticism of media. You have a set of standards that you judge a piece of media on, standards that are completely subjective. You might think that your standards are objective or collectively subjective, but even criticizers have different priorities. Some might value the plot more, some might value having a character interplay more. This effects the ratings a lot. Try watching it as a piece of media and judge it by how you felt and what aspect of it you liked the most rather than going in with the mindset of wanting to watch it just to scrutinize and compare it to your standards. A big issue with part 4 is the spotty characterization.
Araki just writes for pure shock value instead of creating coherent personalities for the characters in the first third of the part. It's terrible and you can tell Araki cared even LESS about the story because it goes through about three or four cycles until he decides what he really wants to do. And Kira isn't even that good of a villain compared to the rest of them.

The party against kira is the best part animated to date, and is half of the part. The first part you could say that it's boring, or redundant but even with that is leagues better than any shit like that in part 3 or even part 5. There's an unfolding mistery which makes this part more enjoyable and makes you want to watch more, josuke, koichi, okuyasu, hayato, rohan and 4th part Jotaro are great, the stands are great, and the people they go against aren't neccessarely minion bad guys sended by the main villain which makes it absolutely repetitive and cheesy. Of the animated parts, for now is the best.

Part 4 is mediocre all around with or without Kira, but it surely didn't help for the main villain to be so uncharismatic and phoned in. The story with the new family was a pretty neat idea but just that, and it happened far too soon. We should have gotten to know Kira better before diving into this plot line. Hayato being hyper intelligent also made Kira look like a joke and Shinobu is a little TOO one-note, even for JoJo standards.
I wish Part 4 took full advantage of its setting to breathe life into the characters, but for the most part they're more like funny caricatures than human beings. I fucking love Josuke, though. He was well done.

The reason he gained Crazy Diamond as a stand ability was specifically because he only lived to get a stand because he and his mother were the beneficiary of a random act of kindness that saved his life. Because he was saved by some random guy putting his own life in danger to help him, he was inspired to be a caring person and gained the ability to help other people no matter how dire the situation was.
