He's not loyal to Orochi, he just knows helping a vile piece of shit like that is yet another good way to get strong people to come after him, the guy wants to die for some reason yet he refuses to die unless it's in a specific way, think about it, if he truly had a death wish, what better way to achieve that then by blindly attacking the world government and Celestial Dragons, they didn't get to where they are in the world by being weaklings, even if the admirals can't handle him, whoever is above them certainly might, the Five Stars might be able to do that. And if he truly wanted to die he could just as easily throw himself in the water in the middle of the ocean after flying himself out there in dragon form.

Bear in mind that the Chinese Dragon Kaido is based on can breathe underwater. IIRC eastern dragons are basically an embodiment of all scaled creatures, and have their collective abilities as well.
