Psykos already pointed out that Garou is a half-monster. He's already going through the process of monsterization, but he needs to let go of his humanity entirely to act as the catalyst for the transformation. I assume that's the same reasoning why monster cells have to be eaten willingly; the conscious rejection of one's own humanity is what allows them to transform into an utterly alien entity.

Monster Threat Levels are a bit wonky as they are "amount of damage they can do" based and I don't think Flashy Flash really rates high in those terms (the meteor would be higher rated than him, and yet wasn't moving as fast as flashy flash can). Flashy Flash is at that goutetsu level but it's "just" speed. Against Orochi he'd have given a decent fight but orochi can just do a blast big enough and omnidirectional enough that there is no "dodging".

GS fought Garou at speeds-none of the other heroes could perceive. casual annihilation is one shotting the S-class heroes which is what garou did. GS was not One-shot in the slightest.
