Part of it is the weaker visuals in Giorno's MUDA, a bigger part of it is the weaker sound design. Jotaro's punches sounded like someone whailing away at a sandbag, while a lot of Giorno's punches are silent in this scene and at worst sound like hail hitting your windshield.

The stand can clasp onto the back of the user or another person. Then, using the rockets on its back, it will take off into the sky. The height it climbs to is determined by the user's countdown. Every number added to the countdown equals 5 feet (A countdown from 3 would raise the user or victim 15 feet). The user can then let go of any victim, causing them to fall to their death. Obviously, the user could also use this to get to high places or to boost their speed on roller skates if they leaned forward during the countdown.
The biggest disadvantage to this stand is that the user has to be within hearing range of the victim so they can't whisper the countdown or anything.

Green Day is a plot device type stand, that was made to fit the fight, rather than be actually consistent and useful. Just like Clash & Talking Head.
Compare that to Notorious B.I.G. which Araki said he made specifically for Trish to fight, but it would be an useful stand all around for someone who works as part of the boss's Elite Guard (he could have used it while he was alive also, it was just slower). Oasis is also a good Stand that could've been used in various fight scenarios, unlike Green Day the one trick pony with made up bullshit abilities to compensate.
Notorious BIG is the perfect example of a plot device stand because if they fought it anywhere other than in an airplane above the ocean, the stand would just kill everyone as soon as the user was defeated
