It's non-forced, but the last part is cheap animation, it pans to a couple of still frames with a cheap shockwave animation and a couple of bushes moving around. We're just so used to this sort of thing that we never notice.

By the way, this is a great scene and I like OPM in general, it's one of the few manga I've seen that devotes so many panels to depict movement. If anything, this scene goes to show that "cheap" doesn't necessarily mean "bad".

The cutting isn't that quick though, and the effects animation there is 2D. Nozomu Abe animated that scene and he's famous for his dense effects animation.
