Why are Precures so weak and pathetic?

Magical girl manga predates Cutey Honey by a decade, maybe even up to two decades depending on which series you're willing to count. Go Nagai explicitly cites both tokusatsu shows and magical girl manga as inspiration for it, intending it as a combination-slash-parody of both genres.
It's almost the exact same situation as Urobuchi watching Kamen Rider Ryuki and wanting to make the same thing but in a way he could fap to, just one or two generations earlier.
