There's plenty of instant kill or ultimate defence abilities that fail, or have to pass a check that's just how they work. "if you fail the check you die/spear pierces your heart" if you pass it misses complettley or just gets your body, it's very videogamey, but he wasn't nerfed that's always how it works

She also has instinct to be fair.

there are dozens of examples for each of these and nearly all of them have failed multiple times, at the end of the day it comes down to whose OP shit is more powerful, and who can metaphorically impose their version of reality on the world. It's the what would win unstoppable force or immoveable object question? it depends on which is stronger, but ultimately it will be proven that one of them WASN'T unstoppable/immoveable after all.

Gae Bolg doesn't fail that often. In Fate/stay night, he only uses the Anti-Personnel version once. It failed because Saber had the right qualities to avoid a fatal strike: High Luck and high Instinct. You need both of those things to dodge Gae Bolg.

Here's the thing about Gae Bolg: Its ability is basically to make it so that you're fated to have you heart pierced by it. It's fate. It's destiny. And BECAUSE it's destiny, it can't be avoided. But there's this thing called the Luck stat, which quantifies a Servant's ability to say "fuck you, I do what I want" to destiny. The higher your luck stat, the more likely you can override destiny.

He gets a pretty nice duel with Saber in UBW, not a bad way to go. Herc gets shafted pretty hard too, losing to dumb bullshit in Fate and getting matched up with two overwhelmingly powerful opponents in UBW and HF before getting to do anything cool

No, he wouldn't be able to be summoned under normal conditions anyways as he's probably classified as a Divine Spirit or even higher. Buddha is a thing in Fate and he's the strongest servant in the series.

1. Read the VN. Kotomine doesn't give a shit about him. He was never meant to win with no real partner/master.
2. Read H/FA VN. Bazette was his original master. Probably one of the most competent masters and had some of the best odds at winning the 5th HGW, but got tricked by Kotomine.

Luck doesn't matter that much, and every class has weaknesses and strengths.

Japanese Servants are the most skilled, but they're kinda flimsy most of the time. Even when they're not, they could be better. I think Kintoki and Ibaraki-douji might be the strongest in terms of sheer power.

They're still skilled as fuck. There are literally TWO Japanese Servants who developed skills that say "fuck you" to physics, and then there's also Musashi who can cut just about whatever she wants.
