For example Sailor Moon Classic: in shows with low budget, animators used to stylise the backgrounds so it matched the mood of anime. Today when show is low budget they take a photo or 3d model, trace this and use washed out filters so it looks like trash, god know why.

no it's they way things are animated not the age. one is done by hand with actual paint/pencils/pens etc the other is done on computer. you cannot replicate real life pigments with digital pixels which is why hand drawn animation pops out more and the colours feel more bold and alive. the movement is also more fluid and exaggerated in old animations because animators werent lazy freeloaders

3D rotation sequences can be argued. But otherwise, and sometimes even inclusively, it doesn't allow for things; you just get badly animated CG sequences instead of badly animated or partially animated drawn sequences. Good CG costs time and money (Watch Kingsglaive and its behind the scenes).

With CGshit it's actually harder to go off model to distort and deform. That's actually why in HnK when Phos is shattered by Sensei's scream, the shattered body is hand drawn, not 3d. Stuff like BNHA, Walk on Girl or Kyosougiga would be impossible to do with 3DCG.
