Normalfags can't see how good he is. They just remember those one lazy prepublication pages. But Togashi actually tries things (as opposite to being those "nice and clean" but formulaic shonen artists), is very dynamic. Just look at the variety and detail in all those secondary characters (he creates a fuckton and some appear for one panel but he still puts efforts in it instead of samefacing)

you know, these is not bad except a lack of polish. it has good compositons, expressions, clarity. most mangaka's comic pages have the gloss but are laid out so clumsily they can be incomprehensible or flow poorly.
