Last time, Andou and his pals came into Karen's. Takashi tried to fight them but got his ass kicked for his trouble while they grabbed Saeko. He and Kazuya gave chase but Saeko managed to grab hold of the wheel of Gokuraku's car and crash it in front of a police box getting out just as Kazuya and Takashi arrived while Andou couldn't really do anything about it.
Back at Karen's Kazuya was flippant about the coming fight and Takashi wound up leaving with Yuko, a younger girl working for Saeko who decided to flirt with him by telling him that putting in tampons feels good much to his confusion. Kuwahara, pissed, also decided that the ZEROS would retaliate the next day while Mitsu and Manion vowed to join in the fight.
I'm guessing the way this works is that Kuwahara is head of the Shinagawa branch of the ZEROS while Sugawara is head of the overall organization? Since it's mentioned later there's ZEROS groups in other areas and cities.
