One Piece is pretty good with the quality of its girls' writing, honestly. They're just vastly overshadowed by the men, take a total backseat after the timeskip, and are rarely "powerful".
Good shounen ironically do not have good females.

And this is exactly why 99% of female shonen characters are trash.

This. Nami is an incredible power house when she does get to fight. She even got a pretty massive power up recently, and her ability as a navigator is top notch. Robin is quite literally the most important character in the entire series because she's the only one confirmed to be capable of finding Raftel. And then while Carrot isn't a real crew member she's able to blindside Zoro in her introduction and she's the only Mink that can control herself while using Sulong and she managed to take out an entire fleet of ships. Pretty much every key female character can stand as equals to the boys and I think Oda doesn't give himself enough credit for that. He always says he's bad at writing woman but he does a pretty good job at least making them all strong characters.

But One Piece cast is so massive now they kind of do all get lost in the shuffle.

Oda only feels self conscious about his sameface and the very restricted range of female character design he finds attractive and therefore worthy of a female character in the main cast. He has no problem drawing background vaginas with a fatass and muscles with a 3 meters long neck and 4 arm joints but he'll die before he makes them important characters.

Meh, I have much better options for smart, hot girls in manga but actually have chill tomboy personalities who are fun to be around.

HxH. The characters are better written in general desu, but the females stand out against other battle shonen because they are just as varied and outlandish as the males. Compared to the regular battle shonen where it'll have a varied male cast, but the female cast is much more homogenous in appearance and personality.

HxH's female characters are weak compared to other battle shonen. Sakura, Robin, maybe even Rukia are more interesting than basically every female character in HxH simply because they are main characters who get significant attention and their personalities are fully fleshed out. Pakunoda, Bisky, Palm, etc. all feel like interesting and unique caricatures than fully realized characters.

Togashi's writing is overall better than other shonen so the time he does spend on female characters is interesting, but none of them are given enough attention to be called proper characters.

This may have to do with (1) having few chapters out to compare and (2) Togashi's writing style just doesn't show frivolous information about side-characters (male or female) for the purpose of fleshing them out and all main characters are male.

If Togashi wrote a female character with equal attention as Sakura, Robin or Rukia, I have no doubt she would be better than them. But he didn't.

I believe that Togashi manages to efficiently characterize these people to the point of them being more interesting than the vast majority of shonen females despite their lack of screentime.

You listed the most primary female characters of their respective series, but even then, I'd say with certainty that the standout hunter females are better than Rukia and could give a very compelling argument for Sakura being worse. Robin is really great though. Now compare the side females of any shonen to the females of HxH and there really isn't a competition.
