It may sound cliche, but her overall animation and design has soul. That doesn't mean that current designs/animation can't have that.
In the second shot there are some angles that look pretty much on model and still you can make out that she is not a 10/10 flawless
beauty in some she even looks like a dude a little. Like when you randomly click pause on a real video.
The little imperfections make it more endearing.

As bad as some older stuff can get (especially 80s sci-fi) when it comes to details on the animation, and as generic as certain current studios are, the absolute worst and laziest art is VN art.
The only effort put into those is picking what design they'll repeat and what color to change their hair to.

Anime industry isn't as refined as Yea Forums claims it to be. There's not many people working in it and that means a lot of animators learn from other animators resulting in a similar style/aesthetic to most works around that period.
That's not to say Bebop looks like SlayerS and AD Police but the shows supposed to be like those definitely looked like them also.

Because manga/anime art was originally designed in such a way back in the 60s that in its most basic form, it all looks the same and it's easy to draw. But it's also designed in a way that despite how basic anime/manga art is, it's really easy to improve on it and for character designers to add their own unique touches on character design and have it inspire other character designers.

That's why every single anime decade has its own visual flare, but you can clearly see the resemblance between late 70s, 80s, 90s, 00s and 10s anime because at a basic level they all share the same design philosophy.

Because the majority of anime is not quick or bold enough to innovate and that includes it's artstyle. There are subtle changes to things that make some shows stand out, but a lot of things tend to have a similar look until some new wave or trendsetter shakes things up and moves everyone else forward.

Older shows were more aware of themselves as a drawn medium so a certain amount of artistic license was freely taken, like using backgrounds that aren't quite complete (partial colouring, lines fading away, etc.). It's more enjoyable to see than modern shows that struggle to make everything look good and consistent even if they clearly don't have the budget for it.
