Overall? Don't know, maybe Samurai Champloo. Fullmetal Alchemist: Brotherhood has a good soundtrack too.
But my favorite individual anime song is OP 2 from Mobile Suit Gundam 00.
Nice pick. Hot take: The Real Folk Blues is better than Tank!. I like both songs though.
Ayden James
FLCL's soundtrack is great.
Cameron Walker
Utena
Caleb Ramirez
Some songs from Kill la Kill and FLCL were great, I like most of Kara no Kyokai and Ping Pong OSTs, but my #1 favorite is Madoka.
Jackson Edwards
If there is one thing that is consistent throughout the entire Eureka Seven franchise, it is music.

>all of the best tracks aren't actually on the soundtrack
Boogiepop Phantom and Texhnolyze are the worst for this
Tyler Jones
Escaflowne. Trinity seven had a good soundtrack too, it was uncanny in a show like that.
Hunter Brown
Aria
>we will never ever get the track that plays when they start traversing the surface world in Texhnolyze

This really is the worst. There's a slower version of Haibane Renmei's Ailes Grises song that I adore, the one that plays at the end of episode 8, but it doesn't show up on any of the soundtracks. It sucks because otherwise they did a great job with HR's soundtracks.
Isaiah Lee
also Devilman Crybaby had banger ost
Carson Adams
That one in particular hurts. I also wish they had the vocalized version of When Reason Fails. youtube.com

Depends, when I'm driving away from a place of worship, I tend to play Initial D soundtracks as I zoom through the streets.
Aiden Cook
Nearly every song can be connected to a scene or a character.

Madoka has my favorite soundtrack, but I also really love the music in Romeo x Juliet and think it's really underappreciated:

I also really like the Oreimo soundtrack, particularly the tracks at 3:07, 4:44, 12:59, and 41:09 (my favorite). It's so upbeat and fun to listen to, not to mention that it's from one of my favorite anime, so listening to it is even more enjoyable.

Kara no Kyoukai!!
If I can count Madoka and Rebellion together though, then maybe that. Penguindrum is up there, and El Cazador de la Bruja is probably one of Kajiura's absolute best OSTs.
Kara no Kyoukai:
Kajiura hasn't made a track as ambitious or intense as KnK5 M23 (or the slightly shortened version "Spiral" which cuts out some ambient segments). It's 13 minutes of build up. If you want, skip the first 3 minutes. The rest of it though is just amazing. It just keeps climaxing and climaxing and climaxing, and the peak of the climax is the most intense and overwhelming I've heard from any Kajiura track.
