Spopovich was a normal human too, just given a boost by Babidi. He could've easily been made to just be a strong human, like Dragon Ball level, and still someone Videl could have a even match against. Similar to how Vegeta getting Majined still led to a pretty even match against Goku in their SS2 forms.

I think the problem with that fight was that it was by far the single most lopsided and brutal beatdown in the series and just felt unnecessarily cruel. They could have made him fight Yamcha or something and at least had some back and forth
