Megumin never has to grow up and give up on her quirk the same way Darkness does because the resolution of her character arc is finding people who accept her for who she is rather than her becoming a better person. She still matures due to her relationship with Kazuma, which is why I said you could make a case for her getting the most character development.

Instead of arguing 1st & 2nd place though I'd still like you to make the case for why you think literally every character has had more development than Darkness, when like I said Aqua still exists and the best we've gotten out of her is some foreshadowing that she may have some development in the next volume.

Darkness' ability to talk the talk but not walk the walk is established in the bathroom scene. Embarrassing her as a woman is the punchline for every swerve to her horniness gag. Her awkwardness is brought up by Chris with the first Silver Haired Thieves volume, and you see her grow into someone who can banter instead of just be horny with volume 5. The hidden daycare ties into her need to handle shit on her own, which is the catalyst for volume 7.

She honestly does grow into the straight man of the party by the later books. Her jokes also switch from "haha masochist" to Kazuma calling her a slut.

Darkness stopped being funny after an entire season of ways reacting to things the same exact way. I know you're going to tell me that Megumin and Aqua are also "one joke" characters but everyone knows this isn't true.
