Hinata's pretty one note, honestly. The only reason why she feels well written is because she's not a main character so we only get brief glimpses of her. If she was part of the story as much as Sakura is she'd probably be standing uselessly on the sidelines half the time too.

I'd argue that Sakura DOES have an arc, and it ends in the Chinin Exam. It's crazy how little she changes from then on. I mean she gets all super strong from her training with Tsunade and we keep getting TOLD that she's really competent now but she just doesn't get any chances to shine. It would've been nice if, Chunin Exam onwards Sakura had actually become a competent member of team 7, able to keep up with Naruto and Sasuke. Instead she's just sorta always trailing behind them which makes her basically useless except as a medic, and even then Naruto becomes better at THAT too.

Sakura gets a lot of development and hype during the Sasori fight as him and Chiyo compare her to Tsunade but then she gets sidelined for the rest of the series. The very beginning of shippuden it seemed like Kishi wanted to include her more but he gave up almost immediately.

I mean it showed that she was working towards her goal of being strong enough to stand by Naruto's side and help bring back Sasuke, I would consider that development. Considering the fact that she sat back and pushed it onto Naruto in part 1 because she was too weak. At the very least it meant there was a chance for her to be more involved in the plot. I will agree though that her best development actually happened during the chuunin exam.

That's what I was saying user, early in shippuden it seemed like there was development towards her actually helping to bring him back. She was treated as being on a similar level to Naruto unlike in part 1. If she had an actual fight with Sasuke in the Kage Summit Arc it would have done a lot for her character, but obviously that didn't happen.
