it's complicated. the more he plays mind games with "allies" and "wins" (by his own criteria), the more of "them" he stores dormantly in himself. if at any point someone he's won games against dies by anyone's hand except his own, he can then utilize that person's abilities.
it's like an offshoot of chrollo's ability that's only useful because he's a smarmy secretive manipulative desk jockey that's formed relationships with many powerful people.
