The whole point of this episode was showing how modern Japanese society with its broken families and absent institution is just the same problem the female gender has suffered through the years but with a different paint.
The absent father is not presented as someone killing himself for his family - that's just a male capitalist fantasy. And in itself is just the latest form of the dumb male ideal, hurting everyone around him to make fat cats fatter in the name of something intangible and artificial, first religion then nation now work ethic.
The truth is something only the wife can see, because she's the one that actually keeps the family, the only real connection between people in the modern city where you talk with people from Indonesia but not the family next door. The truth is everything is going to shit and the male, instead of confronting the ugly problems that don't have a real solution, runs away to safe routine of his job. Someone tells him what to do, so he doesn't have to think. He has clocks telling him when to start and when to stop. He has someone else constantly validating his work. Ah, how safe.
Meanwhile the state is doing what it does best - oppress to preserve.
The woman is still the one at fault. Yeah, it was the drunkard that was at fault but come on she was asking for it, wasn't she? and it's the mother that has to come talk to the teachers, to hear about how her daughter is being literally victim blamed.
The state, in the form of its education system, which is aimed to the new generations, is there to remind you that you as a woman should keep your voice low both literally and metaphorically.
And like the previous episode, the ending is a tragedy. There is no real positive conclusion.
The father is still not there and we all know the mother words are empty. The girl got away with it kinda, but it will happen again and again.
There is no hope for the future.

It's not that I want it, it's how the specific episode is. The previous episode, for example, was not about Japanese society. It was a more universal story about the inherent contradiction of doing something serious with your friends: they have to stop being your friend, and become something different.
Personal stories like that are universal.
Social stories like the one in this episode, on the other hand, are firmly rooted in the setting and where the anime is set - or what the author actually meant with the setting he used.
This is not always clear cut. Idol Jihen was probably written with a Japanese audience in mind but the themes (feminism and post feminism, the failure of democracy and its inherent weaknesses) were presented in a setting that was so much in the future that while being Japanese it could have been global. Especially in the view of a return of Cool Japan.
