Kai-chan is just dumb and said a bunch of things she didn't really mean. She was incredibly remorseful and wanted to end it almost immediately because she realized she asked something ridiculous. She only stopped when she heard Bocchi thanking her to the Fairy because she was actually able to make friends. What Kai did was dumb and mean and she realizes it but she only lets it continue because Bocchi is happy to be making friends and she is determined to achieve the goal.

Megu on the other hand is a spiteful bitch. She spread rumors to bullies and activly was trying to prevent her friend from bettering herself. The only time she showed remorse was when her plans totally failed and then she tried to end their friendship because she was no longer the superior person in it. Only when she is totally defeated with all her plans in ruin does she finally repent for her actions.

Kai has shown to be constantly worried about Bocchi, she realized her mistake but Bocchi ended up being the one who convinced her it was the right way.

Megu only cared about Kimari because she was smarter then her.

Just because Bocchi has 3 friends now doesn't mean that the core problem is solved.
