You only pay attention to the shows that you like or that usually end up in QUALITY threads, so majority of the time you'll notice the lack of animation. Go through the entire 90's catalog of anime shows and you'll also notice equally if not more half-assed animation. Nobody ever brings that up because a lot of those shows are forgettable, and for good reason.

Cels basically limited your color palette and "post-processing" effects.
There is a reason why so many anime based on cels used that watercolor painting style for backgrounds. It wasn't just a stylistic choice but it was the fastest and cheapest way to make backgrounds.
And limitations are often a good thing in art.

To be fair, 90% of the people who go on about the glory days of Japanese animation are within the 16-24 year old range posing as an oldfriend because they've watched tons of torrented anime. Easiest way to tell is that most of them slip up since they get a lot of their info from Wikipedia and MAL/Anidb, all of which tend to be really inaccurate for old anime information.
The reasoning behind adopting 16 by 9 was pretty much a gimmick.
It's not the end of the world n the hands of a good director but it is one of the changes I curse.
4 by 3 allows way more freedom with the composition in a way.
In the enough though, a good director will use framing to make the composition whatever he wants.

16:9 is a terrible middle ground between 4:3 and 2.35:1 and nothing looks good in it. I am aware that the 1.85:1 used in films is only slightly wider than 16:9 but films are generally better made so the aspect ratio isn't as big of a factor.

Most of Adachi Mitsuru's manga to anime adaptation retain the original Adachi's style until now. See Cross Game and Mix and compare it to Touch. H2 anime was the only one that had slightly different style due to shitty character designer and Toei's involvement in it.
