Nagai always had abstractions in his style. The thing is that his early artwork is heavily stylized. What posted, for example.
During the 90s he tried to incorporate more naturalistic details. Some of that stuff looks transitional, where some elements clash. That's the cost of an artstyle in development.
Nagai's style does always retain those abstract features. It's not because he can't follow anatomical rules. Most of the time, he does. But he seems to value artistic expression (and the characters' emotional expressions) over accuracy.

They both do have one very defining similarity: They don't give a shit what people think and create their own work in their own ways. How they want, when they want.
It's pretty much how Lynch operates when it comes to film. These people enjoy the liberties they take to the fullest and use them to produce art that defies norms and expectations. It's what sets them apart from most other creative minds in their industries and makes their works distinguished and intriguing.
The man is allowed to do whatever he wants but that doesn't make it look any less terrible. And Nagais work looked better when he committed to a certain style. Same thing goes for every artist.

Yes, I'm also of that opinion. But he did have to develop styles. That page up there is right from the mid-to-late 90s, when he was in such a phase of development and transition. And it's one of the more glaring examples of such a clash of styles from within his work. That's neither an assessment of quality nor an excuse, it's a simple fact. And despite standing out for that inconsistency, it does not even look particularly bad.
