The three of them are often tagged as the Takamachi family in charts and descriptions since Vivid started, including in the official webpage.
Vivio's adoption was also a very important plot device for the main continuity of the franchise, at the start in StrikerS they had to adopt her as a guardian (Nanoha) and a Godmother (Fate) because both couldn't be registered as guardians since they weren't married yet, but starting with Vivid both Nanoha and Fate as regarded as Vivio's legal guardians. This is a good parallel to Japan's current situation in regards to homosexual couples adopting children, since even if many cities this year currently allow for legal partnerships for this kind of couples, thet still have to adopt as one guardian and one godmother/godfather since the partnerships still don't have the same rights as marriages in that regard.

It didn't have to be but it's a fact that everything they attach Hagnoha to is horrendous garbage that makes you ashamed to be a Nanoha fan while everything they attach canon Nanoha to turns out to be pretty good.

What would really add depth to the world isn't just belka. God knows that the Nanoha series has been focusing too much on Belka. No, what I would indeed build the world is to know exactly what kind of splinter civilizations the Belkans were fighting. Their technology, culture, leaders, and people. By expanding the world in this way we would also get to know why we don't see any lost logia from these civilizations or it would give other "magical nuclear landmines" for the main cast to worry about other than "LOL Belkian lost logia".

Perhaps you're right or I'm wrong or vice-versa. I personally think it would be a pretty good show if executed correctly and even if my previous reasoning falls flat on it's face. It doesn't mean that era didn't have an impact on the present state of the anime. Why else focus so much on ancient weapons of the past and have a system that was made explicitly to stop the war and to keep anything like it from happening for the foreseeable future. Entire planets might have survived from these splinter groups and they may have inherited their cultures. A tenet of writing is that the setting influences the characters to a degree and vice-versa. Is this worth the risk and effort. Who knows, you seem to think not, but I'm thinking that it just might be.

These surviving hypothetical cultures I have mentioned do not necessarily be opposed to the TSAB. In fact they may or may not be under TSAB jurisdiction given that the TSAB is more like a militarized police force that one can opt-in to. It is also possible depending on the overall disposition of the TSAB to have neutral civilizations as the TSAB. And while these hypothetical civilizations may be independent and militarily weaker then the TSAB it doesn't necessarily mean that they arn't at a similar technological level.

It seems like they're the only ones who bother to fuck around due to most alternate dimensions being lower tech OR so advanced they just don't bother/self-destruct. Al-Hazard is where magic has gone so outta control that the daemon-sultan Azathoth dwells in golden chaos, where Belka blew themselves up.
While most civilizations would indeed be bombed back to the stone age or were there to begin with when the show started and that the gigantic ancient empires have self-destructed hilariously by metaphorically 'digging too deep' or got too large and too ambitious for their own good.
There really isn't much evidence pointing out that very recent Civs have committed seppuku on a planet-wide scale. Most of the civilizations still remaining and are decently advanced would either be under TSAB partnership/alliance/jurisdiction/superstate, arrived late too onto the interdimensional scene to make a substantial political impact, or are didn't have enough of a population remaining/military and economic power to be able to leverage any political power in the first place.
Honestly I think that the show could benefit from independent states that don't really oppose the TSAB in any really meaningful way. But are resisting absor tion into the TSAB partnership/alliance/jurisdiction/superstate because of genuine fears of what the TSAB is or would become to irrational fears like the loss of cultural identity or some such.
I honestly think that Nanoha could use more dynamic worldbuilding in this regard. However I don't think it should come first. Focus on the characters first, then the story/world.
