Honestly I think the nonstop anime like One Piece are worse for the industry, because it's encouraging fighting for TV air slots and doing whatever it takes to keep said slots, thus creating the awful quality.

First of all you have to consider how much more effort can be put into a small set of animations that will be seen over and over vs a drawing that will be seen by people for 0.2 seconds
