Yeah aside from clearly showing the gang's improvement as fighters, such as Mista growing as a fighter to counter getting fucked over by people who can deflect/not get easily damaged by his bullets (shown explicitly in White Album and Green Day after he learned to adapt from Kraftwerk) and other moments for Narancia and Bruno where they've used moves/similar tactics from previous fights with adjustments later on thanks to their experience.

Budget is a really dumb meme, user. Most anime are made with a pretty similar amount of budget. You can't just throw money at animators and expect them to put their best work if you don't schedule things properly. Nowadays the best anime you see in terms of pure animation and direction are only so good because they've had a lot of time to fine-tune every contribution. It's why shows like Mob Psycho have absolutely no CGI aside from its special effects while having episodes full to the brim with creative and really well-done animation.
It's also why you shit like OPM season 2 is so bad, because the staff have been rushed to death to get the season out. By the time the trailer for season 2 was released they'd only worked on 3 episodes out of a 12 ep season.
How am I lying? I was hooked immediately, a shounen (at the time) starting from the perspective of a red indian in a wild-west story is as unique as it gets and the following chapters only build upon it. Especially from around chapter 30 onwards when Araki switches to Ultra Jump and fully establishes his identity as an iconic mangaka with his new art style.

Secco means "dry" in Italian. Since he's wearing a suit stand that allows him to swim underground, he cannot be affected by Green Day. As Giorno said, the mouldy nature of Green Day is akin to some sort of bug/parasite, and they can only spread on life forms (which have water in their composition) so it can't spread on the ground (and Bruno for that matter). Secco's suit prevents the mould spread on him so he's free to go.

You're forgetting just how brief a span of time part 5 is supposed to be. On the day to day doing bossu stuff like collecting trish he wears the suit, but he didn't have a change of clothes with him.

DP is really making Diavolo/Doppio/King Crimson great in the anime, so i wouldn't be shocked if it went like that.
