From what I can tell, Hitomi realizes her efforts to change the future aren't working like she hoped so she goes to him for help, but he's reticent to get involved. So Hitomi gets angry and decided to take matters into her own hand to force him to help her and starts gobbling up all his Yakuza groups businesses and was even going to gobble up Anzu's stand until he basically agrees to help. The Yakuza think the Heisei monster solved their dilemma differently and his stock in the organization rose again.
