The whole point was that Hassans are tricky and in Fuyuki the name acts as a catalyst so you get one similar to you.
That's why Kotomine got one with identity issues and Zouken got one who shared a desire of immortality with him.
You can't choose which Hassan you get, and there's no evidence that King Hassan existed, meaning no one would even KNOW to summon him. When you summon a Hassan, you get one that's most compatible with you, since the Assassin class itself is the catalyst. There's no catalyst specifically tied to any one Hassan. There is no way in hell Zouken would ever summon King Hassan.

The whole Solomon situation with Marisbury is still a mystery. Solomon is always considered Grand Caster according to the mats. It wasn't like with KH, that he gave up his title to be summoned. He was summoned in the HGW by someone that is even a bigger mistery and hijacked the war.
But yeah, in the case of Solomon CS are useless against him because he has absolute control over magic and he is too strong.
