a) much like pre-OT3 Accel, Kakine only needed the bare minimum to steamroll everyone he came across and thus never needed to be very creative, and
b) as an Esper 'raised' and trained in Academy City and ignorant of Magic, thus views things from a scientific point of view (also Archetype Controller shenanigans), meaning that while DM can do nearly anything, it is still limited from him viewing and using it in relation to science. His application of DM would no doubt be very different if he used it from a more Magic-based point of view.

Kakine: upper-tier Level 4 or maybe even lower-tier Level 5, judging by his dismissive opinion on hard work
Mikoto: confirmed as starting out at Level 1

Misaki: haven't read Astral Buddy, but I'm guessing Level 2 or 3, since they only ditched Mitsuari in favour of Misaki after they reached Level 3

I got into this show recently. First season was standard, second was a bit of a mess. Season 3 is a literal fever dream.

NT3 was genuinely just a shitshow all around. Its only real purpose was to lead into NT4, which was honestly fairly good.

The worst volumes, from my perspective, are probably OT4, OT14, OT19, NT2, NT3, NT8 and NT14.

And the reason I dislike OT19 is that it's honestly a little boring. I know that volume has its fans, but it just kinda hits a lot of the same beats as OT15 and its primary purpose is to lead into Accelerator and Hamazura heading off to Russia. NT2 is bad because its primary purpose is to be an expositional/recap volume with a few comedic moments to liven it up a bit. NT3 is bad because, much like OT19, it's a transitional piece meant to lead into Touma's development in subsequent volumes. NT8 is by large not very memorable. NT14 is the introduction of Kamisato Kakeru and was rather clumsily handled. It felt too forceful.

Well now that there’s at least five to sixteen new magic side girls introduced every volume of the LN who exist only to lust after Kamijou there’s too much competition for LN readers to pay attention to any single character for more than five minutes.

Conversely I love OT19, NT8, and 14

The only real purpose of NT3 was to kick off NT4, but also have Touma worry about being used by Birdway which led into NT5-6 which were also good. None of it really needed to happen in Hawaii though, and almost none of the events in the book, nor the characters besides Touma and Birdway really needed to be there. When you write experimentally though you'll fuck up occasionally, it happens.
