No, jobbing means that a person that is strong loses after having been dominated. That wasn't what happened here.

1. Toga's opponent was always weaker then her and only had the upper hand because it was 30vs1.

2. Toga's opponent was constantly beating up on Toga. So it did not showcase how strong Toga was by having her dominate a strong opponent. Rather it showed how effective good tactics is against a stronger opponent.

3. She lost because she stopped using the same tactic against Toga. So Toga only won because she was lucky.

Quirk evolution is like stupid upgrades obtainable with practice like black guy from class B being able to move the objects he possess a little.

It might turn out that his limitations are more psychological, the reason he was able to disintegrate the crowd was because he thought of them as one unit, which could lead him to the realization that he had a lot more control of his quirk than he thought.

Well, if Froppy had a child with a non-frog person, are you saying that the child would not inherit some of her froggy characteristics? So if one of her parents are only cat-like on the same level as Asui is frog-like, the traits inherited would not be that big. To begin with, you have to consider exactly what type of quirks her parents could have had for her to develop a slime quirk based on blood. Maybe the cat-quirk was the ability to transform into a cat-form or into a panther? Then give the other parent say a quirk that allows them to absorb memories or something from bodily fluids like spit or sweat.

It might be possible that the cat-like features of her are still part of her quirk. From what we've seen a good portion of Toga's psyche seems to be based on making it easier for her to get blood, primarily by making it be associated with pleasure. It's possible that her body might physically be geared slightly to it as well.

However this is all ignoring the fact that likely 80% of Toga's appearance is likely just thematic to make her appear more like a predator and nothing more.

Are you serious? After the villain alliance made their appearance it was mentioned that crime increased enormously, yet it hardly seemed to to be that big a deal. Yes we had the occasional villain, but they were easily dispatched. Stain killed 6-7 heroes and was seen as a huge problem. His whole deal was that he knew that if he killed enough people, then All Might would appear. Himiko was if the reporter is to be believed, active for several years. So maybe 4+ years? During this time in order to disguise herself, the deathtoll must have been 700-800 people.
I don't care what petty crime or "todays villain" that appeared, catching her would and should have been priority number one. This only leads to the conclusion that it was in large fake news.

Say she got some blood from Shigaraki and then grabbed onto High Ends head. High End would die within seconds. But yes you are correct, strategy and skill can only take you so far.
