I saw some people saying Bad Boys is getting in the way of faster Out releases. It's not.
1) Out comes out in Japan every 2 weeks.
2) I released volume 15 on a one-chapter-every-10-days schedule, so we're still catching up rather than falling behind. Plus I released a double once, and there was a 3 week wait before the last chapter because of Golden Week.
3) The chapters that come out in Young Champion can be wildly different from the volume releases that come out every 5-6 months. I'm talking different panel/page layouts, changes to the dialogue, even entirely new pages here and there.
I refuse to work on the chapter releases only to have to redo everything for the volume release, so on purpose, I'm never going to catch up to the Young Champion releases. Which means we'll always stay behind, and that's by design.
4) I put it to a vote whether to release all of volume 15 back to back or to spread out releases so there wouldn't be a 5-6 month wait until volume 16 came out, and people overwhelmingly chose the slow-but-steady route (the score is 66 to 33 as of today).
So Bad Boys is not getting in the way and causing releases to be slow, Out is getting in the way of itself.

I get that people have conflicting emotions about Meguro being alive (some think he should have died, others are relieved he didn't), but saying that these three volumes were a waste of time (which people have since the beginning of v13) is silly. Nikaku is dead and Ikkaku is also out of the game. Taguchi's allegiance is finally confirmed and Kenzou's is suddenly highly suspect. Plenty of stuff happened. Surrounded by cool fights and dodgy medical stuff.

Out was pretty fun in the beginning but lately it just feels like it's trying to get edgier and edgier for no reason.

How do you get 15 volumes out of a magazine article? Is there a translation of the original article that inspired the series because the manga feels like a chuuni's idea of what being a serious delinquent is like and I'd want to see how the article comes off in comparison.

There is no translation. All I've seen of it was published at the end of the second (?) volume of Out, and it lined up pretty much perfectly with the first two chapters of the manga. From what I know it was a regular column. And it probably diverged from that column after the first few issues.

So how does he not get immediately murdered by Kenzou?

Probably part of the fakeout from the start.
That little argument about who gets to dispose the body was a charade to strengthen the act and have glasses-kun check for the pulse himself.
