There's too much going on for it to be sad. They're surrounded by enemies and the war arc is wrapping up.
The scene is meant to be convincing, and nothing more. Ace is dead, this isn't a fakeout, keep it moving.
The scenes later on with Luffy and Jimbei are meant to be sad.

What has always bothered me is Oda's illustrations never improved. Naruto and Bleach's illustrations improved, they also got lazy, but never the less improved while OP just stayed stagnate and got more lazy.
