The idea was pretty much a humanlike Rei, almost a Genki AU Rei but with a spy story so she has something to do and there's stuff to happen, and that's why there's so little of Rei in that game. But a human Rei is Yui, so they tried to design a romantic interest for Shinji and made a sexually aggressive same-age version of his mom.
